TSR Funding for
Community Clinic Services |
With Measure H, non-profit community clinics, mobile health
clinics, and university and hospital-affiliated clinics are
able to provide a range of health care services to uninsured
and underinsured residents. These services include
immunizations, primary care, specialty and dental health
care services, mental health, health education, and tobacco
cessation education.
Since the passage of Measure H, the Coalition has served as
the fiscal intermediary and program lead for this funding.
Coalition personnel continue to partner with the Health Care
Agency of Orange County and community clinic staff to
conduct oversight and monitoring of clinic programs, offer
technical assistance, other training, and assist with
program reporting. During 2007-2008 Coalition member clinics
received approximately $4.37 million for programs that added
services and/or expanded clinic hours of operation. Using
these funds, community clinics were able to provide over
230,247 clinic patient visits.

Measure H: |
|
Strengthening the
Safety-Net
In November 2000, the Orange County voters approved Measure H
that created the Orange County Tobacco Settlement Fund. This
fund established the County’s share of all funds received from
the Tobacco Litigation Master Settlement Agreement of 1998.
Measure H specifies that monies shall be predominately used to
fund various types of health care services, including tobacco
cessation and education, emergency medical services, hospital
services, services for seniors and the disabled, and for
community clinic services.

TSR Funding for
Infrastructure Projects |
|
In addition, TSR
funding was used to fund key infrastructure projects, all of
which were designed to strengthen the Coalition’s and the
clinics’ ability to provide future services. Examples of such
infrastructure projects were:
• Further development
of the CCPro.net patient medical management software system,
which is supported and maintained by the Coalition. CCPro is
used by 14 clinic
organizations. “Live roll out” of CCPro.net began in 2007.
• Development and
implementation of a community clinic quality program, in which
all clinics participated. Results were tabulated and compared,
and best practices were shared with all clinics.
• Development and implementation of a web-based electronic file
archive that allows Coalition and Clinic staff to share report
data, frequently used forms, training resources, policies and
procedures, and
other information.
